宋朝州府军监并不是完全同级的，军监都有两种，分别称为大军监， 小军监。级别也不同，大军监和州府同级，小军监则否，与县同级。一般来说大军多，小军少，小军的来源是镇，待会我会再讲到。大军的来源一般是小军升级，或是边疆军事需要，级别不能太低。但大军虽然说是州府同级，但管县的例子并不多，一般下面设的是堡和寨。小军又有两种，一种做为独立行政单位，属于州府，有直辖地，也管民。还有一些设在州府治所，如江州即有军额，军城在州城内，不管民，也属小军。
